Mariano Aguirre, director of the Peace Studies Centre (CIP) in Madrid, reflects on lessons from the October siege of a Moscow theatre by Chechen rebels. He argues that instead of congratulating the Russian president on his strong-arm tactics, the international community should pressure on the government and the separatist movement to negotiate an end to the violence over Chechnya.
