Humanitarian situation has deteriorated due to combination of rising food prices, devalued Somali shilling, drought, delayed and poor seasonal rains and increasing civil insecurity. Number of people in need of assistance increased by 40% since January (FSAU).

Violence in Mogadishu has resulted in massive displacement; 850,000 fled the capital since Feb 2007 (UNHCR).

Humanitarian access is hindered by checkpoints, roadblocks (over 300 in South/Central in 2008), attacks on aid convoys (OCHA).
