New Delhi / Geneva
(ICRC) – The director of operations of the International Committee of the Red Cross (ICRC), Mr Pierre Krähenbühl, completed a three-day visit to India during which he held talks with
the foreign secretary, Mr Shiv Shankar Menon, and the home secretary, Mr Madhukar Gupta.
"During my meetings, I raised the subject of the living conditions and the treatment of persons
detained in relation to the situation in Jammu and Kashmir," said Mr Krähenbühl.
"I welcome the ongoing dialogue on these matters with the Indian authorities at high level and
their readiness to take our recommendations into account." Mr Krähenbühl's previous visit to India took place in February 2006, when he met the then home and foreign secretaries.
The ICRC carries out visits to persons held in relation to the situation in Jammu and Kashmir and submits confidential reports on its findings to the Indian authorities on the basis of a memorandum
of understanding signed in 1995.
