Here below is the revised AFDC81 Appeal which replaces the first version issued on 23 December 2008. A revision of the Appeal was necessary due to overfunding of the components of BOAD and LWF/DWS. Both requesting members have taken this opportunity to expand their activities. Also NCA has adjusted their component in order to better address the needs of the displaced people and to respond more effectively to the emergency.
Violent attacks in Goma and the surrounding area continued also in 2009 which deteriorated the humanitarian situation. UNHCR estimates that in April and March 2009 more than 100,000 people have been displaced in eastern DRC. Errant rebel groups are still active and attacks against civilians have increased. However, efforts to restore peace are constantly ongoing and an agreement was signed by several militia groups to dissolve their organizations. As a result of this peace effort many IDPs have returned to their place of origin and to resume their agricultural activities.
As many aid groups assist displaced person camps as well as returnees, ACT members are working through church and local networks to identify needs and prioritize assistance for the largely 'invisible' displaced families and the increasingly vulnerable communities who are hosting them. Initial plans for assistance include support for an estimated 27,000 people, as well as water and sanitation support for significantly more families.
The following ACT members are participating in this revised Appeal: Church of Christ in Congo (ECC - South Kivu and North Kivu)), Ecumenical Office for Support to Development (BOAD), Evangelical Lutheran Church of Congo (EELCO), Lutheran World Federation (LWF), and Norwegian Church Aid (NCA).
The ACT CO presents this Appeal for your consideration and support. The seriousness of the situation warrants your careful review, and your consideration on how members of the ACT alliance may be able to support our six implementing members which are working in extremely difficult circumstances to assist persons and families displaced and affected by the conflict.
