The Finance and Administration officer (FAO) has responsibility for the financial, budget and administrative management of the programme. The position reports to the Programme
Manager. Duties and ResponsibilitiesFinance:
Ensure that the country programme's expenditures are in line with the project budget and establish
procedure for monitoring and reporting of these expenditures in the programme, to the HQ and to the donors.
Ensure adequate day-to-day and cumulative budget monitoring and implement
procedures for transparent budget monitoring.
Ensure proper implementation of financial policies and procedures, as per donor and DCA requirements
Ensure that the finance unit is
effectively meeting the needs of operational staff to deliver high quality assistance to beneficiaries in a timely manner.
Ensure the timely submission of financial reports to the HQ.
Assist the PM matters when writing proposals and reports to the donors
Administration:
Establish and provide the technical leadership and management of the project
administrative support systems.
Oversee administrative personnel matters and maintain personnel files
Ensure that the staff disciplinary actions as performed by the responsible
managers are executed in accordance with DCA staff policies.
Assist and support Operations Manager and Programme Manager in recruiting and contracting of national staff as provided for in
the project document.
Monitor that DCA policies, guidelines and Code of Conduct are implemented, and that DCA operates in compliance with local labour laws.
Provide briefings and
updates on administrative matters to the DCA Programme manager and DCA HQ as agreed on an assigned periodic basis.
Personnel:
Supervise the financial and administrative
support national staff.
Promote team building between national staff under his/her responsibility.
Plan and co-ordinate training for national finance and administrative
personnel, as needed to secure a planned hand-over of functions to national ownership.
QualificationsThe ideal candidate must have a positive mental attitude
and the ability to work with national and international colleagues under demanding circumstances. In addition, the following skills and experience are most desirable;
Previous experience
in a financial/administrative management capacity for an international non-governmental organisation (INGO);
Proven human resources management skills;
Above average interpersonal
and staff development capabilities;
A working knowledge of financial software and/or similar economic program systems an advantage;
An understanding and familiarity of the legal
principles of international financial transactions;
Maturity, cultural sensitivity, adaptability, ability to work in different climatic and geographical conditions, versatility, good skills
in liaison and diplomacy.
Fluency in written and spoken English; and
A proven knowledge of Word, Excel and Internet.
