-- Admiral Leighton Smith, commander of NATO forces in southern Europe. On Nov. 21, 1994, NATO launched an air strike against a rebel Serb-held airfield in Croatia. Smith said it was designed to send a strong signal that neither NATO nor the United Nations would tolerate the use of air power in the Bosnian war.
