JOHANNESBURG, 29 January 2009 (IRIN) - A report by London-based international think-tank Chatham House urges governments to invest in farm production and international aid to mitigate the effects of water scarcity and climate change, and says the world faces "the real risk of a food crunch".

Between August 2007 and July 2008, the UN Food and Agriculture Organisation's Food Price Index rose by 51 percent.

The Chatham House report recommends a global system of strategic food reserves in member countries, modeled on the oil reserves created after the 1973 oil price shock.
