GAZA, March 3 (Reuters) - Hamas declared a "victory" in the Gaza Strip on Monday after the militant group and residents said Israeli troops had pulled back to the border from positions taken inside the north of the enclave in recent days. An Israeli army spokesman said he could not confirm troops had ended their ground operation, saying the forces often moved position. But a spokesman for Hamas militants said: "The enemy has been defeated."
