US and UK to discuss Darfur resolution Thursday-Blair

LONDON, April 18 (Reuters) - British Prime Minister Tony Blair said on Wednesday talks would start on Thursday on a new U.N. resolution to try to end the violence in Sudan's vast Darfur region.

"Tomorrow the United States and the United Kingdom are going to begin discussions with partners in the United Nations Security Council on a new ... resolution on Sudan, " he said.

Plans included targeting individuals involved in violence and permitting better monitoring from the air.

"What is happening in Sudan at the moment is unacceptable, is appalling and is a scandal for the international community," Blair told reporters.

Earlier on Wednesday, President George W. Bush warned Sudan's president that he has one last chance to take steps to stop violence in Darfur or else the United States would impose sanctions and consider other punitive options.

Blair said 200,000 people were dying in Darfur, two million had been forced to flee and four million were relying on food handouts to survive.

He accused the Sudanese government of President Omar Hassan al-Bashir of flouting the demands of the international community to halt the violence by stopping the movement of arms and disarming the Janjaweed militia.

"This new resolution will ... make sure we do everything we can to get an agreement of the Sudanese government to the force, African Union and U.N., coming into the country in order to do the peacekeeping and stabilising that is necessary," Blair said.

He said Bashir's government could at any moment forestall the new UN resolution by simply acceding to the international community's existing demands.

"If they do that then this process can be completed but if they don't it is our intention to make sure this UN Security Council resolution is tabled and voted upon," Blair said.

"We have waited and waited. We have tried diplomacy and negotiation again and again with the Sudanese government but they have to get the message -- the international community will not allow the scandal that is Darfur to continue."
