UN says women, children killed in Uganda clashes

KAMPALA, Nov 29 (Reuters) - Thirteen women and nine children were killed this month in clashes between Ugandan soldiers and cattle raiders in the lawless northeast of the country, the United Nations children's charity Unicef said on Wednesday. Uganda's arid Karamoja region has long suffered banditry by heavily armed pastoralists, but aid workers say a recent army campaign to disarm them by force has been too heavy-handed.

"The latest reports confirm 13 women and 9 children have died in connection with the ongoing disarmament operations within the past month," Unicef said in a statement.

It urged both sides to show restraint "to avoid further escalation of insecurity and to minimise the impact on innocent civilians, especially on the lives of children and families".

The U.N. High Commissioner for Human Rights Louise Arbour accused Uganda's military last week of using "indiscriminate and excessive" force during its operations in the remote northeast.

The army said civilian casualties are unfortunate but inevitable in the crossfire with the cattle raiders, who they accuse of embarking on a full-scale war against the military.
