MOSCOW, Sept 3 (Reuters) - Russian President Dmitry Medvedev told France's Nicolas Sarkozy on Wednesday he regretted the European Union failed to blame Georgia for starting the conflict there, the Kremlin said. Medvedev told the French president in a telephone conversation he noted an emergency EU summit had adopted "a generally balanced" decision on Georgia, the Kremlin said in a statement. "At the same time (Medvedev) expressed regret that the summit document did not include a principled assessment of Georgia's actions as the primary cause of the crisis around South Ossetia and Abkhazia," the statement said.
