NICE, France, Nov 14 (Reuters) - French President Nicolas Sarkozy had no mandate to call after talks with Russia on Friday for a freeze in the building of a U.S. anti-missile shield in eastern Europe, a top Czech official said.

"France had not consulted such a standpoint with us in advance," Czech Deputy Prime Minister Alexandr Vondra said in a statement to reporters after an EU-Russia summit in Nice.

"As far as the French presidency's mandate for the EU-Russia summit is concerned, it contains no mention of the anti-missile shield," he added of the call by Sarkozy -- current holder of the EU presidency -- for a suspension of work on the scheme, which incorporates sites in Poland and the Czech Republic.
