VIENNA, Dec 22 (Reuters) - The OSCE will begin withdrawing its mission to Georgia on Jan. 1 after Russia blocked a proposal to extend it, officials said on Monday. Diplomats in Europe's 56-nation security and human rights watchdog said there was no possibility of overcoming the impasse before the mission mandate expires Dec. 31 but talks to salvage it would resume even as the OSCE withdrawal went ahead.
