MOSCOW, Sept 1 (Reuters) - Russia regrets a decision by European Union leaders to postpone talks on a new EU-Russia partnership agreement, Russia's Interfax news agency quoted an unidentified Foreign Ministry official as saying on Monday. "If the negotiations on the document are really postponed then the only thing that remains is to express regret," Interfax quoted the official as saying. European Union leaders agreed on Monday to postpone talks on a new EU-Russia partnership due later this month until Moscow withdraws its troops to pre-conflict positions in Georgia.
