Sept 4 (Reuters) - A U.S. congressional watchdog agency said on Tuesday that Iraq has failed to meet 11 out of 18 political and military goals set by Congress.

According to the agency, the three goals that Iraq has met are:

-- Establishing political, economic, and media services committees in support of the Baghdad security plan.

-- Establishing joint security stations in neighborhoods across Baghdad.

-- Ensuring that the rights of minority political parties in the Iraqi legislature are protected.

Among the goals not met were:

-- Reducing the level of sectarian violence in Iraq and eliminating militia control of local security.

-- Enacting and implementing legislation to modify de-Baathification laws, which would ease restrictions on former members of Saddam Hussein's Baath Party from holding public office

-- Enacting and implementing a new law to ensure equitable distribution of oil resources and benefits among different ethnic groups.
