LA PAZ, Sept 13 (Reuters) - Bolivia's government said on Saturday that it would arrest the governor of a restive northern province in the wake of deadly clashes they accuse him of instigating, amid a deep political crisis.

Government officials blamed Pando Gov. Leopoldo Fernandez for most of the 17 deaths this week in Pando, saying he orchestrated "a massacre" of pro-government farmers.

"We are going to arrest the governor, where he is in Pando," Presidential Minister Juan Ramon Quintana told Radio Erbol from Pando, adding that troops confined to the airport in the city of Cobija would also seek to take control of the city.
