HOUSTON, Sept 14 (Reuters) - Flooding and power outages due to Hurricane Ike hampered the restart of the Houma-to-Houston crude oil pipeline on Sunday, Shell <RDSa.L> said. Work was underway to enable the system to make crude oil deliveries in sync with refinery customers as soon as they resume production in Houston and Port Arthur, Shell added.
