MEXICO CITY, Aug 23 (Reuters) - Tankers were still not leaving the Mexican oil port of Cayo Arcas in the Gulf of Mexico on Thursday, a port official said, and the government confirmed the port remained shut after the passage of Hurricane Dean.

"There is no movement there," the official told Reuters, after Mexico's two other Gulf oil ports, Dos Bocas and Pajaritos, part of the Coatzacoalcos port complex, were reopened.
