WASHINGTON, July 23 (Reuters) - Hurricane Dolly has weakened to a tropical storm as it moved inland over Texas after drenching the Texas-Mexico coast with heavy rains, the National Hurricane Center said on Wednesday. In its 11 p.m. EDT advisory (0300 GMT on Thursday), the hurricane center said Dolly's center was located about 55 miles (90 km) northwest of Brownsville, Texas, and the storm had maximum sustained winds of 70 miles per hour (110 kph).
