WASHINGTON, Jan 23 (Reuters) - President George W. Bush on Tuesday called on Congress to give his plan to send 21,500 more troops to Iraq "a chance to work," and described global climate change as a serious challenge.

Bush said new technologies to make America less dependent on foreign oil would "help us become better stewards of the environment -- and they will help us to confront the serious challenge of global climate change," according to a text of his State of the Union speech before a joint session of Congress.
