LOS ANGELES - Sen. John McCain promised a collaborative foreign policy that would seek the input of allies abroad and would contrast sharply with the go-it-alone approach of the Bush administration.

The United States has escalated its unilateral strikes against al-Qaeda members and fighters operating in Pakistan's tribal areas, partly because of anxieties that the country's new leaders will insist on a scaling back of military operations in that country, according to U.S. officials.

The U.S. immigration service said that it will temporarily stop denying green cards to refugees and other legal immigrants on terrorism grounds, placing their cases on hold while it determines more "logical, common-sense" rules for judging them.

The increasing pace of acquisitions in the United States by sovereign wealth funds is raising concern about their goals and motivations. Run by nation-states to invest their government revenues, the funds are estimated to control $2.5 trillion and are projected to have $12 trillion by 2015.
