SEOUL, Feb 13 (Reuters) - The following is a summary of major South Korean newspapers on Tuesday, prepared by Reuters in Seoul. Reuters has not checked the stories and does not guarantee their accuracy.

CHOSUN ILBO

- Russia said it will write off $8 billion, or 90 percent, of North Korea's debt, according to a Russian government official who asked not to be identified.

- Three out of 10 South Korean households spent more than they earned from 2003 to 2005, the National Statistical Office said.

KOREA ECONOMIC DAILY

- South Korea and the United States will reach a final decision on a free trade agreement during a telephone conference between President Roh Moo-hyun and U.S. President George W. Bush.

MAEIL BUSINESS PAPER

- The inspection of Pantech Group units, including Pantech Co. Ltd. <025930.KS> and Pantech&Curitel Communications Inc. <063350.KS>, will end by next week, with the results submitted to creditors around the beginning of March.

THE KOREA TIMES

- Deutsche Post's <DPWGn.DE> DHL [DHL.UL] said it plans to invest $75 million in South Korea to expand facilities.
