Mexico's Senate this week is set to approve a package of energy reform bills that should help overhaul the creaking state-run oil industry but are not expected to reverse the trend of falling output quickly. The vote comes more than six months after Prescient Felipe Calderon proposed a series of reforms designed to bring private expertise into the industry and grant state oil company Pemex more autonomy from the government bureaucracy.
