Police vehicles are parked in the town of Eruh, southeastern Turkey, August 15, 2009, during a cultural festival to mark the 25th anniversary of the start of the Kurdish insurgency. Turkey's government will begin implementing reforms to answer the grievances of its Kurdish minority by the end of the year, Prime Minister Tayyip Erdogan said on Friday, providing a first time-frame for the measures. Ankara said last month it would grant more rights to the nation's estimated 12 million Kurds and seek cooperation from opposition parties in trying to end a 25-year conflict with the Kurdistan Workers Party (PKK).
