REFILE - REMOVING RESTRICTIONS Taiwan President Ma Ying-jeou (R), Vice President Vincent Siew (C) and Premier Liu Chao-shiuan observe a moment of silence during a mass memorial service for victims of Typhoon Morakot, in Kaohsiung, southern Taiwan September 7, 2009. Liu offered to quit on Monday and said his entire cabinet was also prepared to resign later in the week over the government's heavily criticised response to last month's deadly typhoon. The premier told a news conference he had offered to resign while other ministers were ready to do the same on Thursday over the perception that the response to Typhoon Morakot was slow. The disaster killed up to 758 people from Aug. 7-9, handing President Ma Ying-jeou his toughest test since taking office last year. REUTERS/Central News Agency/Pool (TAIWAN DISASTER POLITICS)
