Diakonie Katastrophenhilfe - Humanitarian Aid Germany (DKH) provides humanitarian aid worldwide. With assistance of FAKT, a Germany based consultancy firm, DKH is seeking to contract consultants for the preparation and implementation for ECHO Projects in South Sudan and DR Congo.

Scope of work
1. Assessments (one consultant):
In preparation for a sound proposal to ECHO, the consultant will support a local partner (Eastern DRC) and the DKH field office in Rumbek / Cuibet (South Sudan) in the carrying out of a sound needs assessment. This entails designing the assessment according to scientific standards and pragmatic consideration, training of enumerators, monitoring and supervising the assessment as well as the stringent write-up of the results. The role of the consultant is in all steps to render the necessary support to the NGO partner / DKH field office, to fill in emerging gaps of capacity and competence rather than doing the whole work alone. Envisaged are 5-7 weeks in September and October for both assessments together.

2. Proposal writing (one consultant):
On the basis of the assessment and other sources of information and in line with the experiences and capacities of the NGO partner / DKH field office a sound proposal, in line with ECHO standards, has to be written. Again, the consultant should use NGO and DKH capacities to the extent possible, without unduly slowing down or endangering the process of proposal development. Envisaged are 6-8 weeks in October, November and December for both proposals together.

3. Implementation:
If both proposals are accepted by ECHO, two consultants will be stationed for 70-80% of the implementation periods in the respective field station in Eastern DRC and South Sudan. They will be responsible for a smooth implementation of the ECHO project. This entails support to NGO partner and DKH field office in all aspects of monitoring, reporting and general management of the project. Where sensible and desired, a follow-up project can be designed during the later stages of the project. Envisaged are, depending on project duration and – extension 7 to 12 months in the field.

During all stages of the project cycle, the consultant(s) will liaise closely with and report to the DKH Regional Office in Nairobi. The DKH HQ in Stuttgart / Germany will be kept informed of all important steps and developments. In particular during proposal writing, the smooth functioning of the triangle field – Nairobi – Stuttgart is of utmost importance.

Frequent travel within the area of operation and to Nairobi is expected.

The consultants, besides being overall responsible for the assessment, proposal writing and implementation (including reporting and financial reporting) will act as coaches to enable the NGO partner in DRC and the DKH Field Office in South Sudan to plan, propose and implement ECHO projects with growing independence in the future.

The remuneration will follow internationally acceptable standards.

Consultants Profile
• The consultant(s) to be chosen has at least
five years of proven field experience with
increasing responsibility in humanitarian work
in Africa, desirably in DRC and South Sudan.
• He/she can prove having successfully proposed
and implemented ECHO projects in a senior
position.
• He/she is fluent in English (South Sudan) or
English and French (DRC) both in writing and
speaking. Conversation skills in a local
language, spoken in the region of work, are an
asset. Proficiency in German is an asset.
• He/she holds a university degree that enables
him/her to conceptualize social and economic
situations of forced migration, conflict,
deprivation and extreme poverty.
• He/she has proven skills in financial
accounting and reporting.
• He/she has writing skills.
• He/she is willing to live under basic simple
conditions and to be absent from his/her home
base for several months.
• He/she has the ambition to contribute to
learning within the organisation of the NGO
partner and DKH.
• He/she subscribes to the Code of Conduct for
humanitarian organisations.
