| Description: | Founded in 1933, of the largest humanitarian agencies in the world, providing relief, rehabilitation post-conflict reconstruction support, and resettlement services to victims of oppression and violent conflict in over 20 countries worldwide and 23 offices in the United States. In Bangkok, Thailand the IRC operates an Overseas Processing Entity (OPE) to assist persons seeking admission to the US as refugees. The OPE staff completes refugee applications for consideration and assists the US Government in the processing of such applications. The OPE also gathers key information that is given to US resettlement agencies to help them prepare for the arrival of approved refugees. POSITION DESCRIPTION: The Field Team Leader (FTL) plays a vital role in the provision of services to USRP refugee applicants through leadership, management and supervision of case processing operations. The FTL’s primary responsibilities focus on management of field case processing operations and Bangkok-based activities to ensure cases are professionally prepared for presentation to DHS. The FTL also serves an external relations role by cultivating and managing ongoing productive working relationships with partner agencies and the Royal Thai Government. RESPONSIBILITIES: § Manage and supervise all aspects of OPE case processing operations in assigned field locations - inclusive of organizing and managing OPE support services for USCIS interview circuit rides – with a view towards establishing processing systems that enable reaching target goals. § Supervise and provide constructive feedback to OPE caseworkers through formal performance evaluations and ongoing monitoring/evaluation of their activities in field locations and Bangkok. § Analyze, manage and direct the administrative casework needs of both regular and specialized caseloads so that they are prepared for DHS presentation on a timely basis. § Develop quality control systems in field operations and provide feedback to caseworkers on quality control issues as they arise. § Perform timely, advanced casework on complex cases, including drafting of action requests. § As necessary, travel independently to regional locations outside of Thailand for OPE prescreening/USCIS circuit rides; and, when necessary, supervise casework teams in these locations. § Liaise and coordinate with partner agencies, the Royal Thai Government and refugee representatives to ensure efficient and timely delivery of services to refugee applicants. § Keep supervisor informed of developments in daily operations, including any urgent protection or medical cases that may require expedited processing. § Other duties as assigned by supervisor. REQUIREMENTS: § Must be both team and detail oriented, flexible and able to work in fast-paced, multi-cultural environment. § Willingness to implement policies and procedures with a professional and constructive attitude. § Minimum one year high level management experience working in cross-cultural community setting. § Proficient in PC use, Windows applications, email and Internet. § Willingness and ability to travel to and work in remote locations such as refugee camps. § Excellent verbal and written English language skills; Burmese dialects such as Karen desirable.
