| Description: | CARE USA is seeking applicants for a new position called “Associate Director of Country Operations,” based in Washington, DC, to help lead a new global health/HIV communication project.
The Associate Director of Country Operations will lead the country operations unit within the new global health and development communication project called “Communication for Change,” funded by USAID, and will be based in a project team in CARE’s partner organization, Academy for Educational Development. The Associate Director of Country Operations, along with the unit will support field assessments, guide country work plan development and oversee the program directors for Africa and Asia to ensure rapid start up and support to field activities. The project’s objective is to improve effectiveness and sustainability of communication programs. USAID, through the AED led consortium, will support development communication for programs in HIV, health, environment, economic growth and poverty alleviation, democracy and governance, social transition and education. The specific objectives of the program are to:
• Implement and apply best practices to evidence-based, scaled-up health and development communication programs.
• Transfer health and development communication skills and knowledge to developing country institutions. • Integrate health and development communication within the wider public health and development agendas. • Generate and share knowledge about effective social and behavior change communication programming. S/He will also liaise with other members of CARE USA’s Program department to maximize program quality and effectiveness. Requirements: • At least 3-5 years experience in supervisory role; • 3 – 5 years’ experience managing projects with budget of $1million or more; • 10 – 15 years experience in HIV/RH/Gender programming; • At least 5 years of experience of working on capacity building for local NGO/MOH level, and community based approaches; • Demonstrated mastery of HIV/RH/Gender norms programming with a special emphasis on communication; • Demonstrated maturity, capacity and adaptability to provide leadership and supervision in coordinating and communicating implementation plans in a fast-paced environment; • Excellent interpersonal and intercultural communication abilities; • Excellent verbal and written English skills; • Excellent knowledge of word processing, budgeting/accounting and electronic communication channels. |
