Working With: Finance and Administration Manager & Logistics Coordinator Responsible for: Technical line management of international and national medical staff Location: Khartoum with extensive travel to Darfur Start Date: ASAP Duration: 12 Months Salary and Benefits: £22,990 - £28,181 per annum dependant on relevant experience, an annual cost of living allowance of £4647, insurance cover, shared accommodation and return flights. Merlin International Profile Merlin was founded in 1993 and is the only UK specialist charity which responds worldwide, with vital healthcare and medical relief for vulnerable people affected by natural disasters, conflict and healthcare collapse. Each year, Merlin assists more than 15 million people, in up to 20 countries, through working with local healthcare actors including government, community groups and NGOs. Merlin Northern Sudan Programme Summary: The goal of the Sudan mission is to address humanitarian and health crises within Sudan, with particular focus on Darfur (Western Sudan) while increasing capacity of local structures to deliver effective and quality primary health care services. Over two million people are now thought to have been displaced since the commencement of hostilities in the Darfur region, many of whom continue to be in acute need of emergency assistance. These needs are further exacerbated by seasonal rains & food shortages due to interruptions of agricultural cycles. Developments at the peace process level may initiate population returns in certain areas, while other areas continue to experience displacement. Merlin has been working in Darfur since late 2004, and currently runs 3 projects across South Darfur. Merlins primary health care interventions provide quality services through both static and outreach mobile clinic services. Activities increase community-level access to health care by establishing static primary health clinics in former mobile clinic locations, and starting new mobile sites where population movements indicate severe need. The programme will also extend health education: Merlin believes that preventive health care has significant impacts on health status. This is embedded in a context where Merlin collaborates closely with Sudans Ministry of Health and other government agencies for material and human resource support for projects. The focus for 2008 will be the continuation of the primary health care provision within the areas were already supporting with the addition of nutritional support on a CTC basis. Responsibilities Co-ordination of the medical activities within the project in close collaboration with the other members of the Merlin medical team and local health care providers to ensure objectives are achieved. Lead the development and implementation of medical and nutrition activities, day to day activities and long term strategy for Merlin, including changes of project direction or priorities in collaboration with the Merlin Country Director (CD). Preparation and writing of donor proposals and reports in collaboration with CD and project teams. Prepare the project medical and nutrition protocols and data collection forms in collaboration with MoH representatives and ensure the team is fully conversant with and trained in the same. Prepare monthly medical and nutrition activity reports for inclusion in the monthly sit-rep. Co-ordination and representation with the MoH to ensure all project activities are carried out with their agreement and participation. Ensure that the MoH receive relevant regular activity reports and statistics. Co-ordination and representation with UN agencies and other NGOs to avoid project activity overlap whilst sufficiently addressing the full needs of the communities. Constant assessment of the medical and nutritional needs of the community and guiding of activities in response to their needs. Recruitment and supervision of Merlin international medical/nutritional staff and delegation of responsibilities; identify and organise relevant training. Encourage community participation in health activities to ensure the long term ownership and effectiveness of the programme. Responsible for assuring coherence between the primary and secondary health program activities for all health zones supported by Merlin. Ensuring that the medical and nutrition stocks are properly managed. Responsible for timely preparation and approval of all medical and nutrition orders. Responsible for international staff health. Personal/Professional Requirements Essential Qualified doctor or nurse with sufficient post qualification experience in both primary healthcare and nutrition. Qualification in tropical medicine and/or public health. Excellent management and personnel skills to enable the motivation, encouragement and participation of the Merlin medical team Ability and flexibility to understand the cultural and political environment. Flexibility towards treatment protocols and ability to incorporate advice from the medical team when developing the same. Ability to manage the medical team on a long arm basis. Ability to assess medical conditions quickly and calmly under pressure as required. Excellent communication skills, with good spoken and written English. Experience of representation at national and local levels. Good computer skills. Experience in epidemiological analysis. Experience in conducting assessments, programme development and proposal writing Diplomatic (for working with authorities) Ability to work in climatic extremes and an insecure environment. Experience of managing a nutrition programme (CTC) Advantageous Previous experience within a humanitarian aid organisation Considerable clinical experience, particularly in infectious diseases in developing country context (particularly in Africa) and in general medicine (for expat health) Experience with the management of tropical diseases Excellent computer skills to allow reporting and representation. Good organisational skills.
