Project Manager Enhanced Technical Survey - Laos
Background:
In Southeast Asia NPA runs HMA programmes in Cambodia, Laos and Vietnam within the framework of support and development of partnerships with national HMA authorities and operators namely the national mine actions authorities and centres: CMAA, CMAC, UXO LAO and Project RENEW. Specific sectors of support are: capacity building and technical assistance within manual de-mining and EOD, BAC/EOD and mine detection dogs, information management and implementation of special projects for increased social impact and cost-efficiency. We are now looking for a Project Manager/Technical Advisor for our continued support to UXO Lao in the implementation of the Enhanced Technical Survey in Lao. The position will report to the Regional Programme Manager for Mine Action. Duties and Responsibilities: - Provide progressive and targeted support to build and develop UXO Lao self sufficiency and sustainability as HMA operator in Lao - Advise and assist in operational support for ETS Operations in UXO Lao Head Office and all 9 Provinces that UXO Lao works - Follow the Development of National Standards at the NRA in line with developments for EOD clearance & Technical Survey procedures. - Develop and maintain a system that records land released through ETS - Advise on the continual lateral growth of the ETS along with National Standards and new methodologies/ systems that will be implemented (e.g. integration of the NRA/GCHID Risk Mitigation Model) - NPA HMA focal point in Lao and motivate for synergy and further cross-utilization of resources between the NPA EOD programme in Lao and other NPA HMA programmes. - Assist and advise the Regional Programme Manager and coordinate with relevant NPA staff in SEA - Fulfill other duties as may be assigned to him by the Regional Programme Manager. Desired qualifications: • International managerial experience, preferably within the Mine Action sector and the South East Asia region • A realistic and objective approach to new technologies and methodologies within the mine action sector • Extensive knowledge of international standards and regulations for Mine Action • Advanced technical international EOD and/or demining background is desired • Good writing skills and proficiency in English language • Highly tuned diplomatic and cross-cultural skills • Fluent in English Position number: 10907 Place of service: Lao PDR, Cambodia Starting date: As soon as possible Closing date for applications: Dec 3rd 2007 In general: We emphasise the importance of strong health, cross-cultural communication skills and sensitivity, creativity and the ability to work under pressure and difficult conditions.
