Job Title Feeder Road & Watsan Engineer Sierra Leone Job Location Kenema. Responsible to Area Coordinator Responsible for Management of feeder road improvement & watsan components of Integrated Health Programme Start Date Required January 2008 Contract Length 24 months Funder GOAL General Description of the Programme GOAL has been working in Sierra Leone since 1999, implementing a Community Based Street Children's and Sexually abused Women/Girls Programme in the Capital Freetown as well as a Supplementary Feeding and Primary Health Care Programme in Kenema, Eastern District, Sierra Leone. Since 2002 GOAL has begun an Integrated Health, Nutrition and Water and Sanitation programme and Growth Monitoring Project in Kenema which is in the process of transition from an emergency-led programme towards longer-term sustainable development, working in partnership with the District Ministry of Health in Kenema and local community structures. The Integrated Programme aims to support and empower the Ministry of Health, Community Health Clinics and Village Development Committees to address root causes and treatment of morbidity and malnutrition through health clinic support, facilitation in the development of community structures, health and HIV/AIDS education, growth monitoring activities and through increasing access to safe drinking water and sanitation provision.g water and sanitation provision. General Description of the Role, Feeder Road and Watsan Engineer The Feeder Road and Watsan Engineer will be responsible for the overall support and management of the engineering component of the Integrated Health programme in Kenema. There is a strong and effective watsan programme underway in Kenema under the direction of the Area Coordinator with a committed national staff. However there are two main areas where additional support is required. There is a lack of technical knowledge when constructing wells, latrines and gravity water systems. The Feeder Road and Watsan Engineer will ensure that all works are completed to recognised and appropriate standards and ensure that knowledge is passed to the national staff to allow them to continue with less support in the future. The Feeder Road and Watsan Engineer will be expected to review the design and implementation of wells, gravity flow systems and pit latrines and assist in the development of monitoring and evaluation systems for the watsan programme. The Feeder Road and Watsan Engineer will also develop construction subcontracting systems for watsan works. The Kenema programme will also be starting a new feeder road improvement and construction project in order to gain access to marginalised communities. The Feeder Road and Watsan Engineer will implement the start of this project, establishing systems and standards that will allow national staff to continue future road projects with less support in the future. In addition the engineering team need to further develop their capacity to make rational decisions based upon listening to communities. This capacity will be developed with cooperation and support from the Area Coordinator. The Feeder Road and Watsan Engineer will also be expected to liaise with other watsan stakeholders at the national level and provide technical and planning input for proposals to donors. Key methodology developments in Sierra Leone have been the consideration of Community Led Total Sanitation and increased use of appropriate technology in the watsan sector. ENGINEERING • Review design and implementation of wells, gravity flow systems and pit latrines and ensure monitoring & evaluation mechanisms are in place. • Develop partnership and/ or sub-contracting systems for watsan works. • To ensure appropriate, timely and quality technical, training and monitoring support to the Kenema engineering team. MANAGEMENT With the Country Director, to develop partnerships with other NGOs and CBOs working in the watsan sector in Kenema. To keep abreast of all national initiatives and developments within the watsan sector and build up the local level advocacy component of the program. To ensure appropriate, timely and quality technical, training and monitoring support to program activities as per proposal/ logical framework documents especially archival of final copies of project data, reports etc. To ensure that watsan activities are conducted in close collaboration with the health teams and that construction is implemented simultaneously with community capacity building measures. To contribute to reporting on the integrated health program, including the preparation of proposals with the Country Director. With the Country Director to ensure that adequate monitoring and evaluation systems are in place and that program learning is incorporated into the project cycle. CAPACITY BUILDING • To ensure that capacity is built of all local staff in the engineering component and that areas of skills development are identified with the Country Director. A special priority is the development of national engineering managerial capacity. To be responsible for the ongoing capacity building of community structures, especially in the area of infrastructure maintenance, water management, and community sanitation. This will involve working closely with the Health Coordinator with respect to health promotion and other health related community initiatives. OTHER To carry out all other duties as deemed necessary by the Country Director. REQUIREMENTS • 2 + years of previous overseas working experience in a managerial capacity within an engineering programme with an International NGO essential. • Knowledge of community development methodologies and the ability to work in a participative manner developing shared ownership and vision desired. • Appropriate skills and experience in the capacity building and training of national staff and partners essential. • Experience in monitoring and evaluation essential. • Experience in proposal development, budget preparation and report writing desired. • Good computer skills with a working knowledge of Microsoft Word and Excel essential. • Oral and written English essential. • Experience in developing programme strategies in a transition period between emergency and development environments desirable.
