OVERALL DESCRIPTION

General Description of the Programme:
GOAL South Sudan (SS) started working in Twic County in 1998, running an emergency relief project due to a famine throughout Bahr el Ghazal state. GOAL SS now runs public health programmes in the states of Bahr el Ghazal, Upper Nile and southern Blue Nile State. Public health activities include curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.

The GOAL South Sudan programme operates from Juba with a logistics base in Loki and Nairobi.

General Description of the Role:
A Field Donor Compliance Officer is required for a period of 6 months to ensure current systems of control are in place to satisfy GOAL and donor rules and regulations and to co-ordinate the preparation and collation of USAID records for the purposes of audit.

Overall Objectives of the position:
1. To ensure current systems of control are in place and are donor & GOAL compliant for 2007 and going forward for 2008:
• Ensure all policies and procedures are in compliance with GOAL and individual donor rules and regulations;
• Provide technical support to all departments in relation to compliance issues;
• Conduct monitoring visits to field locations and provide capacity building and training on donor compliance issues as necessary;
• Participate in the preparation of donor proposals and reports where required;
• Ensure timesheets are being completed by all staff;
• Facilitate and co-ordinate external, internal, donor and government audits.

2. Modify and implement controls in any areas of weakness including:
• The capacity building and training of relevant staff in donor compliance – specifically on what is required of them on a daily basis; what needs to be checked and what can be done to assist;
• Ensure the set up is in place in order to meet requirements by HQ for USAID audits by the introduction of documentation management system;
• Devise checklists for the FC to demonstrate that all Donor compliance requirements are being met;
• Where scanning of documents occurs, ensure that an organised and systematic method of filing of the scans is being performed.

3. To manage and co-ordinate the collation of supporting documentation required by HQ, Dublin for the current USAID audit for the years 2004-2006:
• Inspect USAID donor files to ensure each file has a final signed copy of USAID contract, signed amendments, interim and final report and transaction listings which agree to TB’s and final reports;
• Test the audit trail from the transaction listing, nominal ledger account and trial balance to the supporting documentation (vouchers);
• Ensure the voucher files are clearly labelled and ready for shipment to HQ;
• Test labour costs charged to USAID to ensure they are adequately supported by time sheets and employment contracts and ensure the filing of the timesheets and contracts is with all the same years’ vouchers ready for HQ;
• Ensure the documentation for cost apportionment to Donors is filed in a place easily identified for an audit but if not then assist with supplying these documents. Also ensure the apportionment basis is reasonable and advise if there is an obvious issue and discuss with the FC to change it.

Requirements:
 A qualified accountant (chartered, certified or management);
 Auditing background preferable or previous experience in similar position;
 At least three years post graduate experience in country of origin;
 Excellent written and spoken English;
 Outgoing personality with excellent communication and training skills;
 Good team player, flexible and capable of working with a multinational country team;
 Ability to co-ordinate and manage staff;
 Attention to detail essential;
 Ability to meet strict deadlines and organise work according to agreed workplans;
 Good computer skills, including familiarity with Microsoft Word and Excel and if possible, have experience on a computer package similar to SAGE.
