Job Location Based in Juba with some travel to programme sites and Nairobi General Description of the Programme: GOAL has been working in Sudan since 1985, originally in government controlled areas of Sudan, but from the early 1990s expanding into areas of southern Sudan controlled by the SPLA. Initially GOAL’s activities in Southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warap State, saw a move to longer term interventions although the focus of the intervention remained emergency response. GOAL South Sudan currently operates programme in Twic County, Warap State, Kurmuk, Blue Nile State, Malacal town and the Sobat Corridor in Upper Nile State. GOAL South Sudan interventions have in recent years expanded to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation. General Description of the Role: The main purpose of this position is to oversee all financial operations for GOAL South Sudan. GOAL's ultimate aim is to build the capacity of national staff, minimizing expatriate input where possible and promoting self-reliance in the communities in which it operate. Key Duties: Line manage the GOAL South Sudan finance team (Assistant Financial Controller, Roving Auditor, Field Accountants, Assistant Accountants); Ensure proper financial systems are in place and implemented to recording and reporting field and head office expenditure; Ensure proper financial control are in place and implemented; Ensure preparation and retention of documentation to facilitate the annual external audit, donor audits, internal audits and revenue audits In cooperation with the Donor Compliance Officer and the Logistics team ensure that GOAL South Sudan is in compliance with all relevant donor and GOAL guidelines; Ensure cost allocations basis among donors are reasonable; Supervise the preparation of monthly Donor Status Reports (management accounts) for submission to GOAL Head Office, Dublin; Conduct a high level, detailed review of monthly Donor Status Reports; Supervise all financial reporting to donors; Review the financial sections of donor proposals and donor budgets; Review GOAL annual and rolling budgets to Head Office; Review expenditure forecasting; Monitor and assist with the financial management of programme budgets; In cooperation with the Donor Compliance Officer and the Logistics team maintain and keep updated a Field Finance Manual, including a summarized and simplified finance and logistics manual for use by project managers. Oversee all cash management, including cash counts and cash transfers to field sites; Provide support to the HR Manager on personnel and staff issues which have financial implications; Financial training and capacity building of locally recruited accounts staff; Requirements: • Qualified accountant. ACA, ACCA, CIMA, CPA or equivalent; • At least five years overseas experience • At least 2 years at a senior management level; • Experience in dealing with institutional donors such as OFDA, ECHO and DFID • Excellent interpersonal, motivational and management skills; • Excellent analytical and writing skills; • Strong experience liaising with governmental / local authorities and other NGO’s.
