Description:CARE Sierra Leone seeks a Chief of Party for an upcoming, 4-year, USAID-funded program focusing on Governance, Economic Growth and Natural Resource Management. The position will be based in Freetown, Sierra Leone. S/He will lead the overall planning and implementation of the project, overseeing all aspects (programmatic, financial, administrative, personnel). The CoP will lead the overall program strategy to enhance democratic governance, foster economic growth and improve natural resource management to the benefit of the people of Sierra Leone.

Specific responsibilities include:

S/He will ensure that all project interventions are of a high quality and lead to measurable impact. This includes, but is not limited to, overseeing the annual work-plans preparation, identifying external technical support needs, ensuring that appropriate technical and budget management practices are being used in project implementation;
Plans, in coordination with the key program staff, development of resource materials, coordination of meetings with partners and donor;
Supervise key program staff – both technical and operational;
Ensure the timely completion of all designated project component deliverables;

Qualifications include:
Advanced degree in Governance, Economics, Agribusiness, Natural Resource Management and/or International Development or other relevant field;
At least 10 years of experience working in Natural Resource Management and/or Economic Governance sectors;
Minimum 7-8 years in senior management position;
Experience in designing, managing and implementing governance, natural resources, and/or agribusiness/value-chain activities with particular focus on the extractive mineral sector;
Proven capacity to effectively manage and mentor staff with various levels of skills and experience;
Strong negotiation and facilitation skills and experience working with senior level government officials;
USAID program management experience a must;
Ability to collaborate with people and organizations of diverse backgrounds; Excellent verbal and written communication skills in English.
