| Description: | CARE Sierra Leone seeks a Senior Policy Advisor for an upcoming, 4-year, USAID-funded program focusing on Governance, Economic Growth and Natural Resource Management. The position will be based in Freetown, Sierra Leone. S/He will provide technical advice on, and oversee the implementation of activities that will build local capacities in sustainable forest management, participatory community-based land use management; market-driven resource-based enterprise development, governance, payment for environmental services, and forest and natural resource (extractive mineral sector – especially diamonds and gold) policy and management. The natural resources management program will assist rural communities to sustainably and economically manage their forests and natural resources and improve their livelihoods.
Specific responsibilities include:
· Lead and technically supervise all aspects of the natural resource management component of the project;
· Work with other project team members to ensure a quality, integrated approach to sustainable resource management and economic development in each geographic area of the project; · Oversee the strengthening of the government’s capacity for negotiation with international mining companies and interests; and to refocus programs from the production side, to professionalism of the mining sector; · Ensure the timely completion of all designated project component deliverables; Qualifications include: Advanced degree in Natural Resource Management, International Development, Environmental Discipline or other relevant field; At least 8 years of experience working in Natural Resource Management and/or Economic Governance sectors; Minimum 8 years in senior management position; Experience in designing, managing and implementing natural resources or governance activities with particular focus on the extractive mineral sector; Proven capacity to effectively manage and mentor staff with various levels of skills and experience; Experience monitoring and evaluating natural resource and/or governance activities; Strong negotiation and facilitation skills and experience working with senior level government officials; Ability to collaborate with people and organizations of diverse backgrounds; Excellent verbal and written communication skills in English.
