| Description: | The Emergency Response Unit (EPRU) is the division of the International Programs Department responsible for maintaining the organization's readiness to respond to emergencies and mounting effective and rapid responses during complex humanitarian crises. The EPRU also responds to natural disasters if they are affecting a population with whom IRC already works. The EPRU consists of the Director of Emergency Preparedness & Response and the members of the Emergency Response Team (ERT). The ERT currently consists of 13 individuals with expertise in health, environmental health, operations, and finance, all under the leadership of the Senior Emergency Coordinator. During emergencies, the ERT is deployed to either support existing country programs in their emergency response, or to initiate a new program in the crisis zone. The overall responsibility of the team is to identify and assess needs, local capacities, and any gaps in assistance to the affected population; design and implement projects based on those findings; establish an effective working and living environment for IRC staff; and train/handover to permanent staff as necessary. When not deployed to an emergency, ERT members serve in a roving function to fill staffing gaps and provide specialized support in the field. They also support the EPRU and IRC as a whole by developing tools and systems which will increase IRC's emergency capacity. The Emergency GBV Coordinator is the person responsible for ensuring IRC's ability to plan and respond to humanitarian crises with regards to the GBV programming. While primarily assigned to the Emergency Response Unit, the Emergency GBV Coordinator also collaborates with IRC's GBV Unit to develop relevant protocols, procedures, guidelines, and tools, especially as they relate to emergency response. S/he will also be encouraged to participate in other GBV Unit activities, including team meetings, continuing education activities, annual conferences, and research activities. The Emergency GBV Coordinator is deployed in the field, either in an emergency or roving capacity, for 75% of the time. ERT members must be able to deploy to the site of an emergency within 72 hours of notification. Except under extraordinary circumstances, the maximum length of time for an emergency deployment is 12 weeks. RESPONSIBILITIES: Emergency Deployments · Identify and assess needs, local capacities, and gaps in assistance as it relates to GBV in emergencies. · In collaboration with other Technical Units identify ways, where feasible, to launch integrated efforts to protect women and girls from physical and sexual violence. · Prepare reports and briefings as needed, describing observations and assessments and providing concise recommendations for action · Submit detailed handover notes and/or trip reports upon completion of assignment. · Perform other tasks as required to ensure an efficient and effective emergency response. Roving Function When not deployed to the site of an emergency, the EGBVC will have the following responsibilities: · Temporarily fill GBV Coordinator positions as needed. · Assist IRC field programs with specific GBV activities, e.g. surveys, assessments, evaluations. · Collaborate with the GBV Technical Unit as time permits, on policy development, guideline development, training, and research. REQUIREMENTS: · University degree with an MPH or MSW preferred. · 5 years of experience, with at least 1 year experience in coordinating and implementing GBV programs in relief and development settings. Experience working in emergency or start-up settings a plus. · Demonstrated experience starting up a GBV program in an insecure or difficult location. · Demonstrated assessment, management, project planning, and organizational skills. · Demonstrated problem solving skills and ability to work in a team · Competent in Windows, MS office programs, email and database experience. · Preferred experience working with HF radios (CODAN), VHF radios, satellite telephone and fax. · Fluency in English, spoken and written. Conversant in French a plus. · Willingness to travel regularly to assigned countries and missions. |
