Field Location Manager
Job Location: Uganda, Kitgum/Pader
Starting date + period:1 December 2008

War Child program in Uganda
War Child Holland is working in Northern Uganda since 2004 in Gulu, Amuru, Kitgum, Pader and Lira districts . The new Field Location Manager is based in the field office in Kitgum and responsible for our programme in Kitgum and Pader.
The programme aims at improving psycho-social well being of children and youth, to this end War Child seeks to empower children and youth and promote a supportive and protective environment. In the targeted districts the programme has a focus on basic education, child protection, peace building and psycho-social support.

Objective of the post
The Field Location Manager ensures that project proposals are developed, implemented, monitored, evaluated and reported on comprehensively, and ensures realisation of the programme. Furthermore, a major goal is to build capacity of the staff at his/her location and with local partners to ensure sustainability of the programme.

Reporting
•Reports to the Country Director (CD)

Responsibilities
•Responsible for the implementation of the programme at the location;
•Contributes to the development of the Country Strategy and the production of the annual plan;
•Responsible for the development and writing of project proposals and all required project and location specific reports;
•Monitors local needs and developments in close collaboration with the Programme Development Manager and CD;
•Monitors and evaluates the implementation of the programme in close collaboration with the PDM;
•Manages the staff at the location;
•Recruits support and (implementing) programme staff for and maintains the team for the location;
•Builds capacity of support staff and local partners
•Maintains network of contacts and represents War Child;
•Maintains good relations with government officials in relation to the location;
•Responsible for security and well-being of all staff members;
•Responsible for logistics management;
•Responsible for budget and day to day financial management, and monthly book-keeping reports;

Profile
•+/- 5 years of experience in project development and implementation in an international/ humanitarian context;
•+/- 3 years experience in management and coordination of a field location with several programmes/projects in different districts.
•Solid experience proposal writing and grant management (experience in coordination, just writing small parts of proposal is not enough)
•Solid staff management experience
•Experienced in community development work
•Relevant academic background (education, social science and management)
•Knowledge of participatory planning and programming methods;
•Knowledge of finance and HR administration and tools & systems.
•Social, communicative and oral expression skills
•Able to assess social/ political situations and able to act in a diplomatic way in delicate situations;
•Able to organise means & staff to reach goals.
•Stress-resilient to be able to cope with complex problems and difficult living conditions;
•Hands-on mentality;
•Affinity with War Childs mandate
•Required: English
Conditions
Competitive remuneration based on experience (salary range € 2089 - 3499 euro), insurance, accommodation, 26 days annual holidays
