Job Title: Program Development Advisor (Specialist/Capacity Builder on Education) Organization: War Child Holland Job Location: Herat and Kabul, Afghanistan (and other locations as needed) Starting date + period: ASAP (latest January 2009), 1 year minimum commitment with intention for longer term War Child program in Afghanistan Firstly, the project aims at increasing the quality of education by looking at the step by step changes needed within the school system to create a safe, encouraging and inclusive environment for all children. Secondly, by supporting the development of a protective and educational environment it aims at ensuring that children, youth, communities and government are aware of child rights and are able to prevent and respond to children’s rights violations, abuse and exploitation. War Child Holland is presently working in Herat and Kabul. The new post of Program Development Advisor in Education and Capacity Building is located mainly in Herat with regular travel to Kabul, where in both locations we have developed a project on Child Friendly Schools. War Child will look at development of other projects such as Community Based Education in communities where formal schools do not exist. Objective of the post This post builds on the existing pilot education project on Child Friendly Schools: The post holder is responsible to ensure that project proposals are developed, implemented, monitored, evaluated and reported on comprehensively, and ensures realisation of the programme. (S)he helps the Programme Development Manager and Country Director in developing and implementing concrete strategies to expand the project and look at collaborations with other agencies. The post holder will be responsible for building the capacity of national staff, in substantive programmatic analysis, planning and implementation. (S)he will maintain good relations with the government and community and help establish the education activities according to the education project concept. War Child Holland’s work is not limited to education, it also extends to protection and psychosocial support outside the formal education system. This position would require someone who is able to give input and help improve the quality of our protection projects. Currently that is limited to a project with working children, however, expansion within this area of work is foreseen. Reporting •Reports to the Program Development Manager (PDM) Responsibilities •Responsible for the quality of the education project(s); •Responsible for the expansion of the education project and on receipt of external donor funding (in collaboration with Field Location Manager (FLM) and PDM; •Responsible for developing new education projects such as Community Based Education; •Contributes to the fundraising of the organisation with external donors; •Contributes to the development of the Country Strategy and the production of the annual plan; •Contributes to the development and writing of project proposals and all required project and location specific reports; •Monitors local needs and developments in close collaboration with the PDM, FLM and Country Director (CD); •Monitors and evaluates the implementation of the programme in close collaboration with the PDM and FLM; •Contributes in the recruitment of programme staff; •Builds capacity of national staff and local partners; •Maintains network of contacts and represents War Child in meetings as necessary; •Maintains good relations with government officials in relation to the location; •Any other relevant duties assigned; Profile •3-5 years of experience in project development and implementation in an international/ humanitarian context; •Experienced in community development work; education project implementation and preferably protection projects; •Experience in capacity building •Knowledge of rights based participatory planning and programming methods; •Knowledge of psychosocial approaches, child development and creative, participatory methods; •Relevant academic background (Minimum, a university degree in education, social science and management or other relevant university degree); •Social, communicative and oral expression skills •Able to assess social/ political situations and able to act in a diplomatic way in delicate situations; •Able to help organise and motivate staff to reach goals; •Stress-resilient to be able to cope with complex problems and living conditions; •Able to cope with security restriction and use good judgement to assure personal and staff safety; •Hands-on mentality; •Affinity with War Childs mandate; •Required: excellent English (both written and oral) Conditions Competitive remuneration based on experience (salary range €1804-3023 euro, insurance, accommodation, 26 days annual holidays, R&R provision. This is an unaccompanied post. This post will require living in Herat and Kabul and requires willingness and ability to accompany field teams on activities in remote locations, with appropriate security precautions.
