ORGANIZATIONAL OVERVIEW:
Doctors of the World-USA (DOW) is an international health and human rights organization working where health is diminished or endangered by violations of human rights and civil liberties. Reaching out to the most vulnerable and marginalized populations, DOW works with local partners to build sustainable access to health care for excluded populations.

OUTLINE OF ROLE:
Working closely with the DOW Headquarters-based Asia Program Manager, the Vietnam Country Representative will oversee the expansion of DOW’s presence in Vietnam, including the implementation of a new project focused on building Vietnamese systems, capacity, and commitment to care for children living with and affected by HIV/AIDS in the family and community environment, and to support families coping with the impacts of HIV/AIDS to prevent abandonment or institutionalization of OVC.

RESPONSIBILITIES and DUTIES

1. Lead the ongoing development of DOW’s presence in Vietnam.
• Work with DOW headquarters (HQ) to help develop the country office’s vision, goals, and priorities.
• Recruit and supervise a staff who will aid in the development and implementation of projects to ensure maximum impact.
• Cultivate and maintain effective relationships with local and international funders, partners, other INGOs, and government agencies to identify opportunities for funding and collaborative/complementary programming.
• Assess possibilities for expansion of DOW’s presence in Vietnam, and assist DOW in staffing and implementing such expansions.
• Host and work closely with all DOW visitors, such as HQ staff, short- and long-term advisors, and other volunteers; this includes overseeing arrangements for site visits, travel, security, and other logistical matters.

2. Provide ongoing technical assistance and capacity building for DOW and its local partners.
• Oversee the implementation of all project monitoring & evaluation activities, ensuring timely collection and reporting of high quality data by DOW staff and partners.
• Oversee programmatic reporting and proposal writing.
• Technical input for ongoing projects and any projects in development.
• Training DOW staff and partners, as necessary, in technical skills to improve project outcomes.

3. Oversee finance and administration policies and procedures for the DOW Vietnam office.
• Oversee all financial matters that pertain to the Country Office, including monitoring spending throughout the year and preparing budgets and financial reports.
• Oversee all operational and logistics issues.
• Establish security protocols, as needed, for projects sites to ensure the safety of staff and clients; conduct regular review of protocols and safety procedures to insure readiness for operation.
• Keep abreast of political developments in the country/region of operation, especially from a security perspective, and constantly exchange such information with HQ staff.
• Together with HQ, ensure the implementation of DOW protocols for procurement, logistics, finance operations; train local staff in these as appropriate.

4. Manage communications and public relations regarding DOW’s activities in Vietnam
• Assist in the development of case studies, presentations, and other documentation of DOW’s project achievements and lessons learned in Vietnam.
• Maintain regular communication with DOW Headquarters office, including Asia Program Director and Program Director.

Required Qualifications:
Advanced degree in a public health-related field such as social work, medicine, nursing, health sciences and administration, or similar background. Minimum of five years of technical field experience and proven track record in designing, implementing, and managing public health programs in a developing or transitioning country setting, in at least one of the following areas: working with children infected/affected by HIV, working with street children and youth, social work/psychosocial support, care and support to PLHIV, case management, foster care and/or other community-based care models. Minimum of three years of senior leadership experience managing public health programs in Asia, with a strong preference for prior experience in Vietnam. Outstanding writing, verbal, analytical and organizational skills, as well as attention to detail. Proven record in financial management, budgeting, and fiscal responsibility to fulfill budget restrictions. Ability to work effectively across language and cultural barriers. Comfort with fast paced, regularly changing circumstances and grace under pressure. Excellent public speaking and presentation skills. Experience working with both public and private donors. Ability to travel within Vietnam as well as internationally. Fluency in spoken and written English and preferably Vietnamese. Proficiency in Microsoft applications such as Word, Excel, and PowerPoint; experience with QuickBooks ideal.riers. Comfort with fast paced, regularly changing circumstances and grace under pressure. Excellent public speaking and presentation skills. Experience working with both public and private donors. Ability to travel within Vietnam as well as internationally.
