Description:Technical Advisor EOD – Vietnam

Background:
Norwegian People’s Aid (NPA) has supported the Project RENEW operations in Quang Tri province since October 2007. We are now increasing our commitment and our efforts to assist with the elimination of the UXO problem in Vietnam.

The NPA programme in Vietnam is a component of the Regional Programme on Mines, Cluster Munitions and other UXO in South East Asia, which includes projects also in Cambodia, Thailand and Laos.

Duties and Responsibilities:
• Be responsible for the support and advice in the capacity building of the partner EOD Operations Management.
• Provide NPA Quality Management and monitoring for Level 2 EOD field operations in Quang Tri.
• Assist in project technical evaluation and development in Quang Tri.
• Provide Technical Advice to Project RENEW on integrated operational management.
• Provide Technical assistance to the NPA Programme Manager in operational development of NPA projects as directed by the NPA PM.
• Ensure harmonization of NPA clearance operations in Vietnam.
• Be responsible for all training and certification of NPA partnership and independent projects.
• Other tasks or duties as assigned by the Country Programme Manager

Desired qualifications:
• A realistic and objective approach to new technologies and methodologies within the mine action sector
• Extensive knowledge of international standards and regulations for Mine Action
• Advanced technical international EOD and/or demining background is required
• International managerial experience, preferably within the Mine Action sector
• Previous experience with an NGO or UN agencies
• Excellent interpersonal skills and ability to work in a multi-cultural/multi-national setting
• Very high cultural sensitivity required
• Good writing skills and proficiency in English language
• Very good analytical and innovative skills
