Job Background/Summary:

The DRD/PQ position is part of the Southern Africa Regional Senior Management Team led by the Regional Director. The Deputy Regional Director (DRD) for Program Quality assumes selective responsibility delegated from the Regional Director for technical and program quality, as well as stewardship of CRS human, financial and material resources in accordance with the Agency Mission, including the following:
1. Ensuring that the Agency’s overall vision is understood and incorporated into strategic planning and management in all country programs;
2. Providing strategic and programmatic leadership to regional technical staff;
3. Providing technical and programmatic support to country program staff;
4. Ensuring close and efficient coordination with headquarter (HQ) departments on common programming initiatives and departmental mandates;
5. Ensuring that all appropriate opportunities for growth throughout the region are pursued.

Job Responsibilities:

With the general delegation of authority from the RD and in close coordination with the Country Representatives and relevant staff of the Program Quality Support Department (PQSD) of CRS Headquarters, the DRD for Program Quality and Growth assumes the following functions and responsibilities:

Strategic:
1. With the Regional Director, support the implementation of the agency and regional strategies.
2. With the Regional Director, support Regional Technical Advisors (RTAs) in the development of Country Program Strategic Program Plans (SPPs) and regional sectoral strategies, where appropriate.
3. Provide periodic analysis to Regional Director and CRS/HQ regarding major issues affecting the region, as well as SARO contributions to agency strategy and progress on the regional strategy.
4. Take a pro-active role in sharing SARO regional priorities and strategies with donors to further collaboration in areas where CRS and donor strategies overlap;
5. Provide leadership for Program Quality (PQ) and Growth activities and actively participate in efforts to institutionalize and make operational Catholic Social Teaching (CST) and Integral Human Development (IHD) within CRS;
6. Engage in networking and alliance-building activities including:
a. To build alliances that further strategic objectives and enhance positive impact for those we serve;
b. Promote strong linkages with international donors;
c. Facilitate alliances between country programs and like-minded institutional partners;
d. Develop and maintain a network of regional experts who can serve as consultants for proposal development or as a staff pool for major initiatives;
e. Support and communicate with CRS Technical Advisors globally;
f. Incorporate lessons learned from other regions into regional programming, as appropriate.

Program Quality – Systems and Standards:
1. In coordination with CRS technical staff in HQ and throughout the region, maintain awareness of relevant best practices; ensure dissemination throughout the region and application of best practices in program and project planning/design;
2. Liaise with other regions, Headquarters departments (PQSD, OSD, USOps) and external partners in sharing information, facilitating discussion on program quality standards and implementing program quality initiatives.
3. Continue development of the guidelines and systems for the region’s Proposal Development Process;

Program Quality – Staffing:
1. Manage regional PQ personnel by:
a. approving annual performance plans and completing annual performance appraisals;
b. supporting their professional development with collaborative identification and prioritization of learning opportunities;
c. facilitating, as needed, collaboration and communication with field offices and HQ;
d. conducting regular meetings with each programmatic team to provide support, guide work, monitor progress and problem solve.
e. Orient, mentor and supervise a team of CRS SARO program quality RTAs to ensure optimal value added and performance.
2. Ensure that Country Program technical assistance needs in SARO are met through RTAs, other TDYs or consultants.
3. Support the development of staff and consultant rosters.

Supervisory Responsibilities:

Regional technical advisors (6) for: Business Development/Growth, Health-HIV/AIDs-OVC, Health-HIV/AIDs-HBC, Agriculture (50%), AidsRelief (10%), and Peacebuilding.

Key Working Relationships:

Internal: Regional Director, DRD for Management Quality, Country Representatives, Program/Project Managers; CRS/HQ Staff - primarily Program Quality Support Department and Overseas Support Department; and other DRDs/PQ and Growth; STA for SILC (Nairobi); the all-Africa Agriculture team; Public Resources Specialist for SARO; CRS/Church Outreach/HQ Staff; and, CRS/Policy and Strategic Initiatives/HQ Staff.

External: USG, including USAID (Washington, local Missions and Southern Africa, CDC, and other relevant agencies; other bilateral Donor Agencies; multilateral Donor Agencies; US and international PVOs; local Catholic Church representatives; Caritas or similar local organizations; other Catholic development agencies; and, technical support networks/organizations in the US, Africa, and elsewhere.

Qualifications:

1. MA/MS/MPH or MBA with significant applied experience in international relief and development. Two or more years management experience as Country Representative strongly preferred.
2. Six years experience in international relief or development, including at least five years living in a developing country with strong management experience.
3. Demonstrated leadership, management and supervisory skills
4. Familiarity with technical standards in project and program design for CRS core competencies.
5. Extensive experience in sectorally-appropriate monitoring and evaluation methods, including qualitative and quantitative methods, sampling, data collection, analysis and sectorally-preferred statistical methods.
6. Demonstrated ability to work cooperatively with local organizations and partners, and function effectively as part of a multi-cultural team.
7. Demonstrated ability to transfer knowledge and skills formally and informally to diverse audiences; desire and ability to mentor staff.
8. Demonstrated success in program development and fundraising.
9. Knowledge of CRS operations, policies and procedures.
10. Demonstrated ability to effectively represent the Catholic, American identity of CRS.
11. Strong inter-personal skills.
12. Excellent written and verbal communications skills.
13. Knowledge of French or Portuguese preferred.

Travel Required:

This position requires travels (30%) to SARO countries, other CRS regions and to CRS Headquarters.
