| Description: | The Director of Programs provides leadership to and oversight of the IRC’s programming in five sectors of intervention in the DRC (Health, Governance / Community Recovery, Gender-Based Violence, Education, and Emergency Preparedness & Response). The two largest sectors – Health and Governance / Community Recovery – are each headed by a separate senior-level Program Director, who will be supervised by the Director of Programs.
The Director of Programs provides a leadership and coordinating role on cross-cutting programmatic issues, questions of inter-sector program integration and collaboration and is the point person for assessing the overall application of the IRC’s Program Framework within the country program.
A senior member of the country management team, the Director of Programs leads on the development of new programming within the DRC and supervises the Grants Unit which provides reporting and contractual support services across the full range of the IRC’s programs in DRC.
RESPONSIBILITIES
Strategic Planning & Management • Support the development and implementation of the IRC’s Country Strategic Plan. • Monitor developments and determine strategic opportunities related to these sectors; provide strategic recommendations to the country leadership regarding such opportunities. • Mentor, support and provide strategic leadership to the individual sector heads within the Program Director’s portfolio. Program Quality & Development • Provide overall guidance and leadership in the roll-out and use of IRC’s Program Framework within the country program. • Ensure the provision of appropriate technical assistance to portfolio sectors, both from the IRC’s HQ-based Technical Units and from external consultants or partner agencies. • Design and implement fundraising strategies and project proposals in conjunction with the country leadership to ensure that program sectors are adequately financed, within the parameters of the Country Strategic Plan. • Ensure that program monitoring and evaluation systems are in place and adequate to the task; liaise closely with the IRC’s Research and Evaluation Unit to maximize the quality and relevance of evaluation and research activities. Policies / Compliance • Supervise the Grants Coordinator and provide guidance and oversight to the Grants Unit; liaise with other Program Directors to ensure consistent quality of service across all sectors. • Review major compliance issues on grants and contracts within the portfolio sectors. Staff Development • Assist in developing Job Descriptions and in the selection of sector staff (national and expatriate). • Identify staff development opportunities for senior sector staff, including but not limited to training and program exchange visits. • Work with the Operations and Finance Directors to ensure appropriate training of current staff and the comprehensive orientation of new staff. • Ensure that regular and quality staff evaluations are conducted for all sector staff. • Supervise and develop heads of sectors and ensure supervision and development of technical staff in the field. Liaison-Representation • Develop a sound understanding of the IRC’s programs to be able to professionally represent the IRC and the IRC’s interests with implementing partners, government and donor entities. • Assist the Regional Director in developing a strong relationship with donors to ensure sustainable funding of programs in the portfolio sectors. • Assist in the development of appropriate advocacy actions. • Ensure that effective channels of internal and external communications are established and respected. REQUIREMENTS • Degree or equivalent demonstrable experience in relevant fields. • At least five years of oversees experience, preferably in a post-conflict environment with program leadership responsibilities. • Strong organizational, interpersonal, and communication skills. • Excellent human resource management skills • Have fluent spoken and written English • Able to understand, communicate and work in French. • Must be able to work independently while being a strong team player. • Must be culturally sensitive and have the ability and interest to identify and work with a multi-ethnic team. • Strong computer skills: must be competent in the use of Windows MS office programs (Word, Excel), email programs, etc. • Previous IRC management experience preferred. • Fluent written and spoken French skills preferred. (FSI score of 3 or above). • General or operational management experience in a post-conflict environment required, experience in Africa preferred. Specific Security Situation/Housing : Kinshasa is the capital of the DR Congo and has a population of just over 9 million people. While the province itself is poor and infrastructure is lacking, it is considered relatively stable. The DP will be provided with individual housing and this post is accompanied.
