PRIMARY FUNCTION:
To provide technical assistance to country programs in the area of HEALTH, HIV, and AIDS and to promote the vision, goals, objectives and strategies of the HEALTH, HIV, and AIDS sector in the West Africa region. Countries included in CRS’ West Africa Regional Office include: Benin, Burkina Faso, Cote d’Ivoire, The Gambia, Ghana, Guinea, Liberia, Mali, Niger, Senegal, Sierra Leone, and Togo. CRS Senegal also has outreach programs in Mauritania and Guinea-Bissau. RESPONSIBILITIES: Strategic Leadership: 1. Provide strategic direction to CRS’ HEALTH, HIV, and AIDS programming in West Africa through the periodic review and updating, of the regional HEALTH, HIV, and AIDS strategy. 2. Ensure compliance of country programs with the agency and regional strategies in the design and implementation of all Health, HIV and AIDS interventions in the region. 3. Provide technical leadership and guidance to country programs in the development and/or expansion of high quality HEALTH, HIV, and AIDS programs in the region for increased access to funding from US Government resources, the Global Fund and other health sector funding opportunities. 4. Coordinate with Country Program Staff and other regional technical advisors (RTAs) to ensure integration of relevant HEALTH, HIV, and AIDS initiatives in all regional development and emergency programming 5. Contribute to Strategic Program Plan (SPP) development for CRS West Africa country programs. 6. Support country programs and staff in ensuring quality partnerships with Catholic and other partners 7. Liaise with CRS HEALTH, HIV, and AIDS Regional Technical Advisors from other regions through virtual and in-person meetings to ensure the sustenance of cross-regional learning for high impact programming in WARO. 8. Represent CRS at necessary donor and professional workshops and meetings on HEALTH, HIV, and AIDS and related programming issues. 9. Serve as a regional resource person on all aspects of Agency HEALTH, HIV, and AIDS strategies and policies as well as on funding related information from the Global Fund, World Bank, USAID, Catholic Donors and other potential donors. 10. Collaborate with CRS/headquarters and country programs to find appropriate new HEALTH, HIV, AND AIDS/AIDS funding opportunities. 11. Lead CRS WARO’s relationships, policy discussions, and HEALTH, HIV, AND AIDS and AIDS programming initiatives with the Catholic Church at the regional and continental levels. Direct Technical Assistance: 1. Provide technical assistance to CRS West Africa country programs in the development, implementation and monitoring of HEALTH, HIV, and AIDS and related programming. This shall include, but not be limited to, the following responsibilities: a) Provide guidance in the use of relevant agency policies and frameworks, especially the Integral Human Development framework, in the development of regional and country level programs and project proposals. b) Assist country program staff in the identification of needs, design and development of HEALTH, HIV, and AIDS component of multi-sectoral program proposals, including the Multi Year Activity Proposals (MYAPs) c) Provide technical direction and content to project proposals for private and publicly-funded projects through reviews, visits, and online support to country teams. d) Facilitate HEALTH, HIV, and AIDS mainstreaming and integration into ongoing and proposed regional programs e) Participate in the writing of technical sections of proposals for major public and foundation funding opportunities. f) Champion the establishment of effective monitoring and evaluation systems at the country and regional levels for the proper and timely reporting on achievements of approved HEALTH, HIV, AND AIDS projects. g) Assist country programs in the development of appropriate evaluation methodologies that support both quantitative and qualitative performance tracking and reporting on health and HIV programs through the review and input into Terms of Reference and Scopes of Work for evaluations, support for the identification and selection of consultants, identification of appropriate survey instruments, among others. h) Develop systems to regularly disseminate information on best practices and lessons learned in health and HIV programming. i) Conduct regular technical visits to country programs to support effective management of ongoing projects and programs; j) Research and provide information on funding opportunities in HEALTH, HIV, and AIDS k) Promote the application of the agency’s HEALTH, HIV, and AIDS program quality guidelines in the region. l) Provide technical assistance for the development and implementation of the agency’s HEALTH, HIV, and AIDS in the Workplace Initiatives in all country programs. Staffing: 1. Coordinate requests and help identify consultants for HEALTH, HIV, and AIDS-related assignments such as baseline studies, evaluations, training, etc. 2. Assist country programs in hiring HEALTH, HIV, and AIDS program. 3. Facilitate trainings, workshops and exchange visits to build the capacity of country program staff in the area of HEALTH, HIV, and AIDS. KEY WORKING RELATIONSHIPS: INTERNAL: CRS West Africa Regional Director, CRS West Africa Deputy Regional Directors, CRS Country Representatives, Country Program HEALTH, HIV, and AIDS project managers; CRS regional technical advisors for HEALTH, HIV, and AIDS, agriculture, education and microfinance; CRS HEALTH, HIV, and AIDS Senior Technical Advisors in headquarters; CRS HEALTH, HIV, and AIDS technical advisors in other regions. EXTERNAL: Host country government health ministries and HEALTH, HIV, and AIDS control programs, USAID and EU missions, local bilateral institutions, other funding agencies, local/international NGO offices, WHO, UNAIDS, local and US Catholic agencies, and the US Agency for International Development. QUALIFICATIONS: 1. Advanced degree (masters, MD or Ph. D. preferred) in public health or health-related field. 2. Minimum of five years of experience in international health development and/or HEALTH, HIV, and AIDS programs, preferably in Africa and should include program management experience 3. Demonstrated capacity to understand and advise on critical technical and operational issues related to HEALTH, HIV, and AIDS prevention, care, and mitigation and mainstreaming 4. Excellent writing and communication skills 5. Excellent interpersonal skills and ability to listen to and respect the views of CRS country program and partner staff. 6. A good team player and ability to effectively work well in a multi-cultural environments 7. Excellent leadership skills and capabilities with high level of personal motivation and initiatives. 8. Experience in development of successful proposals 9. Ability to work with local church and other partners. 10. Experience in designing and implementing participatory planning and evaluation methods. 11. Fluency in spoken and written French and English. 12. Computer literacy and familiarity with Microsoft Office, including PowerPoint presentations and spreadsheets and budgeting. 13. Willingness to travel extensively and at short notice. TRAVEL: The position will be based in Dakar, Senegal. The position will require extensive travel (at least 40%) throughout West Africa and trips to CRS headquarters in Baltimore as necessary.
