No# I 09 066 Programming Overview Catholic Relief Services has been working in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. CRS opened a full office in Uganda in 1996 and has expanded its programming to address development needs throughout the country. Projects currently include, care and support for people affected by HIV and ancillary services, sustainable agriculture, microfinance initiatives, water and sanitation as well as emergency response and recovery. CRS Uganda implements programs through local partners, including the local Catholic Church, other faith-based groups, community-based organizations and respective government departments to ensure maximum impact and sustainability. Current projects are primarily funded by the U.S. Government, UNICEF, private foundations and CRS private funds. Position Overview The Head of Programming (HoP) will oversee all project planning/design, implementation, monitoring, evaluation, and reporting, ensuring timely, effective and compliant programming in accordance with CRS programming principles and donor requirements. The HoP will also provide support to the PEPFAR funded AIDSRelief project, working closely with the Chief of Party to ensure synchronous programming. Major Responsibilities Project Development: 1. Identify and seek out funding opportunities that support the country program objectives 2. Participate in operational and strategic planning of the country senior management team; support the development of the Annual Program Plan (APP) and the country Strategic Program Plan (SPP) as necessary 3. Work with regional teams to develop results frameworks in all key sectors, compliant with pro-pack, so that CRS is well prepared in advance of funding opportunities. 4. Coordinate and supervise consultants, TDYers, and other technical support resources needed for program-related activities 5. Build staff and partner capacity in project development, using CRS Pro-pack and Business Development Team project development tools as a central teaching tools Program Oversight: 1. Oversee the design and implementation of effective work plans that allow for timely and ongoing progress review of all key outputs and financials 2. Ensure that the project implementation is in accordance with CRS programming principles and CRS core values 3. Work with M&E staff and partners to ensure strong systems are in place for the development of regular monitoring systems as well as special studies and project evaluations, including baseline, mid-term and project end 4. Conduct frequent field-level monitoring; provide timely and constructive feedback and support to CRS and partner project staff 5. Ensure up to date knowledge and dissemination of all CRS and donor compliance issues; seek support and guidance as needed 6. Work with project staff to review all budgets on a regular (monthly) basis, ensuring adherence to CRS and donor requirements 7. Work with project staff to review and assess information provided by the partner in the narrative and financial reports, ensuring action plans are in place as needed 8. Work closely with the Country Representative to address all issues raised by CRS offices, donors or respective line ministries regarding program implementation 9. Work with project staff to ensure all financial and narrative reports are submitted to donor and CRS offices (as required) in a timely and compliant manner 10. Work with project staff to ensure the proper maintenance of all files, records and documents relating to CRS activities of the project 11. Ensure all projects are properly closed in accordance with CRS and donor requirements Partner Support: 1. Work with project and MQ staff to ensure partner capacity is assessed at the project onset; in particular ensure partners have coherent and compliant systems and qualified and trained staff in place 2. Work with project and MQ staff to ensure partners are trained in and knowledgeable of all aspects of CRS/partner agreement, CRS advance and liquidation policies, donor compliance requirements and all project deadlines 3. Work with project and MQ staff to ensure partners receive adequate support for timely and compliant preparation of all financial and narrative reports 4. Ensure project staff have the skills and tools necessary to build partner capacity through regular monitoring and mentoring 5. Where possible, identify possible links with donors and other organizations to help partner in achieving sustainability in their programs Coordination and Representation: 1. Coordinate with respective line ministries/officials and other organizations working in the sector to build strategic partnerships 2. Ensure that CRS programs are recognized/promoted and are implemented in accordance with national agendas 3. As required and opportunities permit, represent CRS/Uganda in national, regional and international forums related to the sectoral interventions Other: 1. As an integral part of the CRS Uganda Senior Management Team, ensure all other senior team members are well informed of all program highlights and challenges in a timely manner 2. Ensure timely completion of program-related management and communications tools, including PTS, project briefs and website updates. 3. Provide support and mentoring to CRS Fellows as needed, ensuring a well-rounded exposure to all programs and the development of key skills required for a PM 4. Effectively manage and increase the performance of all of project officers/direct reports using the CRS Performance Management System 5. Any other duties as required to meet overall position objectives as listed in the position overview Key Relationships Internal: Country Representative, all project staff, Heads of CRS sub offices, Regional Program Advisors, AIDSRelief Chief of Party External: Project implementing partners, government officials, donor agencies Supervision: All senior program staff (currently 5) Qualifications Professional Skills: 1. Masters degree in overseas development, social sciences or business administration or a related field 2. Minimum 5 years working for a non-governmental organization or a reputable international organization in the area of relief and development, with at least three years overseas 3. Minimum 3 years experience in project management 4. Excellent verbal and written communication skills 5. Strong budget management skills 6. Experience with monitoring and evaluation tools and systems 7. Proven track record with institutional strengthening and partnership building Personal Skills: 1. Highly pro-active and self-disciplined 2. Ability to work independently, but also coordinate effectively as part of a team 3. Strong analytical and organizational skills 4. Excellent inter-personal skills; demonstrating diplomacy and tact 5. Proven ability to effectively manage people and to build teams 6.
