Reporting to the Area Vice President, Europe and Central Asia (ECA), this prized opportunity will be based in our ECA Area Office located in Bratislava, Slovakia and will be responsible for the implementation of HFHI’s human resources plan and strategy in ECA. This position will develop, implement and manage human resources systems, policies and procedures which support the work of the organization at regional, national and local levels and which build human resource capacity in the ECA region. This position is based in Bratislava, Slovakia. Responsibilities include: Direction of HR for the ECA area office: - Acting as primary manager of all human resources activities for local hires and global assignees in Europe and Central Asia. - Ensuring that all employment practices, compensation, employee benefits and human resources programs are within the limits of established standards, procedures, guidelines and policies of HFHI and national parameters. - Managing the recruitment, selection and hiring of new local hires and global assignees. - Ensuring that the ECA office is operating within the statutory requirements of the labor laws. - Working actively with managers and employees to resolve Employee Relations issues. - Working with Area Vice President and Area Management Team in overall leadership of the ECA work, and develop and lead an overall HR strategy for the region - Ensuring that job descriptions are developed for new positions and reviewed/revised for ongoing positions as required. - Ensuring that a job planning and performance management system is established and implemented for both HFHI local hires and global assignees. - Managing HR and Organizational Learning staff, providing coaching and training as necessary in all aspects of the HR function, including salary and benefits administration, recruitment and hiring processes, employee relations, learning and organizational development, etc. HR leadership and support for National Organizations in the region: - Conducting HR audits at Habitat organizations in the region - Assisting national organizations with developing appropriate HR policies and procedures - Directing organizational development strategies and setting priorities together with the management team - Supporting the development needs of national organizations to meet the capacity building goals of the regional strategy - In cooperation with the program team, analyzing the needs of national board development and designing suitable models of national organizations and boards Direction of Learning and Organizational Development for the ECA area office: - Analyze Organizational Development needs throughout the region and assist in creating training/capacity building plans at the area office and with national programs - Supporting global Learning and Organizational Development strategies & initiatives - Overseeing ECA input to global development of the knowledge center applications Development of Community Mobilization at ECA National Organizations: - Oversee the International Volunteer Program in ECA - Represent and promote Habitat for Humanity International in the volunteer sector within ECA and identify, establish and maintain relationships with other volunteer sending organizations - Guide the development of national volunteer development processes and best practices to engage, mobilize and develop volunteers as “advocates” - Collaborate with HQ to develop systems for measuring volunteer mobilization Required Skills: - 8+ years experience in HR management in a large non-profit or corporate environment, preferably in Europe - Bachelor's degree in a related field of study, with a master's degree strongly preferred - Excellent communication skills both oral and written in English, as well as, fluency preferably another language native to the Europe/Central Asia region - Working knowledge of the country of Slovakia's employment laws, as well as, a general knowledge of the employment laws of the Europe/Central Asia region - Demonstrated understanding of HR technical areas, such as compensation and benefits, employment, job evaluation, salary administration, performance management, organizational psychology and staff development. - Experience working in an international organization in the region, preferably in an NGO. - Computer literate; able to use word-processing, spreadsheet and database software.
