Liberia - Grand Bassa County, with frequent stays in Montserrado for National Coordination meetings, policy and advocacy.

2 Year Fixed Term Contract on Unaccompanied Terms
Job Purpose:
Provide technical and management support and direction to the Education Programme in Grand Bassa County and oversee the possible expansion of the programme to other Counties.

Main duties &
Responsibilities:
• Assist in the establishment of the Education Programme in Grand Bassa and expansion into other Counties as appropriate.

• Provide appropriate technical advice, management and budgetary support and guidance on the strategic direction of the Education programme.

• Provide technical and institutional support to the county teams in the area of education. This may include serving as a liaison person between the teams and other service providers, such as training institutes, other (I)NGOs and research institutions at national and international level

• Support the Area Coordinator, Education staff and ACD Programmes in effective project implementation, monitoring and evaluation with a particular emphasis on impact.

• Lead research and advocacy interventions related to the programme at national and international level

• Advise and assist in the design and carrying out of Education surveys, baseline data collection and analysis of data to develop appropriate responses.

• Facilitate programme reviews and internal evaluations as requested

• Provide comment and analysis on documents and position papers within the Education sector and education resources material is available for staff.

• Promote working in partnership with national and international organizations, (especially IBIS and the MoE) working in the area of education, including the development of capacity building strategies and skills to ensure adequate partner support

• Take an active role in the assessment and ongoing monitoring of National Partners who may be involved in the implementation of the education programme.

• Assist in identifying training needs for staff and partners and provide or coordinate the training necessary for a high quality Education programme. In particular, build the capacity of staff involved in the programme through the provision of technical support, training and advice.

• Ensure that the following development and cross cutting approaches are incorporated into programme implementation:
1. Participatory methodologies
2. DRR
3. Community Development
4. Capacity Building
5. Equality Issues
6. HIV&AIDS mainstreaming

Reporting
• Assist the Area Coordinator in the preparation of monthly and draft donor and local authority reports.
• Assists the ACDP with the development of new initiatives, preparation of proposals, annual reports and other donor documents as required.
• Together with the Area Coordinator, provide financial projections to the ACD Programmes & Finance Dept.

Networking
• Represent Concern at inter-agency, and coordination meetings pertaining to the Education programme.
• Represent Concern at all national, local and district government coordination meetings.
• Liaise with Area Coordinators in other locations on issues of education.
• Where appropriate, liaise with departments managers outside the field of Education.

Monitoring & Evaluation
• Develop a Monitoring and Evaluation strategy for the Education Programme.
• Ensure staff are trained in M&E methodologies.
• Ensure M&E is incorporated into all educational programme plans and mechanisms are implemented.
• Within programmes, ensure technical guidelines and Concern educational policies are followed.

Support Services
• Assist in the monitoring and use of all education goods allocated to the programme and report any variances to the Area Coordinator.

Person specification:
Essential:

• At least 3 years overseas experience in implementing Education or Child Rights programmes.
• Relevant overseas experience in development at Programme Coordinator/ Management level.
• Practical experience of integrating Child Rights in education and development programming.
• Experience in Monitoring and Evaluation systems & techniques.
• Experience in providing input to education policy.
• Experience in advocacy for education related issues.
• Proven track record of working at a senior level with host governments, international donors and academic institutions.
• Excellent verbal and written communication skills.
• Good training and facilitation skills.

Desirable:

• Work experience in Africa.
• Experience in integrating issues of GBV into practical programming.
• Experience of undertaking quality research into Education.
• Experience of working in a post conflict environment.
