JOB TITLE: Regional Programme Coordinator - Africa
BASE LOCATION: IRW HQ, Birmingham, UK DIVISION/ PURPOSE: The purpose of the International Programmes Division (IPD), besides preparing for and responding to humanitarian crises and administering the orphans welfare programme, is to guide, support and monitor the country programmes to ensure the continuous development of a global programme according to the international strategy DEPARTMENT / PURPOSE: The purpose of the three regional desks are to support the work of Islamic Relief Worldwides (IRW) Field Offices (FOs) in the Africa, Asia and Middle East-Eastern Europe Regions while having an overview of their particular region in order to be as aware of actual and potential disasters and emergency situations in which IRW could become involved. JOB PURPOSE: To ensure the provision of management and programme support aiming at developing the country programme according to the Country Programme Strategy. REPORTING TO: Head of Region - Africa STAFF REPORTING: None BUDGETARY RESPONSIBILITY: None KEY OBJECTIVES 1. To assist IRW Field Offices to develop high quality proposal and efficient reporting. 2. To assist IRW Field Offices to fundraise from institutional donors and IRW partners. 3. to assist IRW Field Offices to apply IRW programme quality standards (country strategy, programme implementation manuals, HR, disaster preparedness, performance improvement) KEY ROLES/RESPONSIBILITIES 1. SUPPORT FUNDRAISING AND NETWORKING To spearhead Islamic Relief fundraising efforts to market projects both within Islamic Relief Worldwide partners and externally (in coordination with Islamic Relief Fundraising) To assist field offices to produce high-quality project proposals for funding from both IRW and institutional donors through field visits, training, etc. To actively identify potential institutional funding and linking up field offices to institutional donors and support the completion of funding proposals and secure funding on behalf of the country programme, where necessary. Liaise and build relationships with sister INGOs (Oxfam, CAFOD, etc), BOND, donors (DFID, ECHO, CIDA etc.) and UN agencies as requested. 2. SUPPORTING PROGRAMMES DEVELOPMENT Keep an up to-date overview of operational matters in the Region, with knowledge of IRW activities in all Field Offices. To critically appraise project proposals submitted by field offices to ensure that they have clear sense of purpose and direction, value for money which fit into the overall country strategy and that all parties involved understand this need. Guide Field Offices to ensure their produce budgets is in line with the outlined activities in the country strategic plans (value for money). 3. FUTURE PLANNING Provide an appropriate contribution to development of regional and global strategy and policy development is made based on the experience of the country programme. 4. ADMINISTRATION AND REPORTING Regular and effective communications are maintained within the IPD in Birmingham and with the respective FOs. Analyse and appraise donors/partners reports submitted by field Offices to ensure their high quality Follow up with field offices to ensure that donors and partners reports are submitted on time and in correct format 5. TRAVEL The post holder is expected to travel to IRW Field Offices with specific Terms of Reference. This may be on short notice and such visits could realistically last for several weeks. Depending on circumstances, the post holder may be required to travel to the field on short notice. 6. REPRESENTATION The post holder may expect to carry out any other duties in line with the job purpose as requested by the HOR. Regional Programme Coordinator - Africa Base Location: HQ, Birmingham, UK Grade/Salary: £25,030pa Contract: 1 year fixed term Ref: RPCA/IPD/1009 The purpose for this post is to ensure the provision of management and programme support aiming at developing the country programme according to the Country Programme Strategy. The post holder will assist IRW Field Offices to develop high quality proposal and efficient reporting, to fundraise from institutional donors including IRW partners and to apply IRW programme quality standards. He/She will be responsible to provide support for fundraising and networking projects and programme development. The post holder will be involved in future planning, administration and reporting, representation on behalf of IRW plus travel to field offices to maintain regular communications within the department. The successful candidate will have a university degree preferably in related fields and experience in working with an INGO specifically in technical expertise in a relevant field i.e. Food security, WATSAN, health and nutrition, sustainable livelihoods. He/She will have excellent written and spoken French with sound working knowledge in Microsoft Office. Knowledge of a language of the region (i.e. English & Arabic) is desirable.
