| Description: | PURPOSE:
The Asia/Middle East Deputy Regional Director works in conjunction with the Regional Director (RD) to provide management, supervisory, and technical support to the Asia/Middle East team in Baltimore and in focus countries. In addition, s/he is the focal point for: (1) providing technical support on regional initiatives, (2) soliciting and managing grants to support LWR's work; and (3) assisting the Asia/Middle East Regional Team in achieving regional objectives. S/he also works with other departments to contribute to LWR's advocacy, fundraising, communications, and constituent education efforts.
DUTIES AND RESPONSIBILITIES:
Program Leadership
1. Develop resources and manuals for key technical strategies (risk reduction, youth and peace building, microfinance, food security, health, malaria etc.) and provide technical support across the region.
2. Document and disseminate project/program information and regional core capacity statements.
3. Work with the Regional Director in matters related to budget, staff supervision, representation, overseas office policies and procedures.
4. Provide clear, concise feedback to the overseas offices on concept papers and/or proposals. Support regional staff and consultants in project development, implementation, and reporting.
5. Serve as Acting Regional Director when s/he is out of the office.
Regional Team Leadership
1. Assist with developing and tracking the annual operational plan in line with organizational strategic goals and objectives.
2. Develop and facilitate learning opportunities for LWR staff related to projects implemented in the region and key professional development opportunities.
3. Assist in the development of region specific M&E systems for project tracking.
4. Assist in coordination of LWR’s response to major emergencies in the region
Restricted Grants and other fundraising
1. Assist in developing a grant-seeking component for each annual operational plan.
2. Maintain current knowledge of grant-making trends and coordinate discussion within the regional team.
3. Coordinate the process of identifying prospective government and/or multilateral donors. Develop an outreach strategy for each. Assist, manage, and/or monitor execution of that strategy.
4. Work closely with regional team and NBD in writing restricted grant proposals. Collaborate with the Finance Department to submit proposals in a timely fashion.
5. Manage and/or assist in restricted grant project implementation, monitoring, and reporting to donors.
6. Serve as a resource for the Finance Department on grant budgets and grant compliance.
Representation
1. Identify and develop collegial relationships with people, organizations, and institutions within the US and in the region that enrich the regional program.
2. Share key information about the regional program to contribute to the advocacy, fund-raising, communication, and constituent education functions of LWR.
3. Represent LWR partners and potential partner organizations in LWR focus countries, including Lutheran churches, and other religious bodies in the region.
4. Develop relationships with Action by Churches Together, InterAction, and other forums that contribute to the overall goals and mission of LWR as needed.
5. Represent LWR and coordinate with bilateral donor agencies including USG, other inter-national NGOs, and UN organizations as appropriate.
6. Develop and deliver presentations, workshops, and Virtual University classes for US Lutherans regarding program initiatives in the region as appropriate.
Policy and Advocacy
1. Contribute to the development of relevant LWR advocacy strategies and campaigns. Support linkages between regional program experience and LWR-wide advocacy.
2. Identify key advocacy issues arising from the regional program and keep other LWR staff informed.
REQUIRED QUALIFICATIONS AND CORE COMPETENCIES:
1. Deep commitment to LWR’s core values and ability to model those values in relation-ships with colleagues and partners.
2. Five or more years of progressively responsible experience in international development.
3. At least two years in a field based position for an international humanitarian organization, preferably in Asia.
4. Familiarity with key political, economic, and social justice issues in Asia/Middle East at a practical and policy level.
5. Understanding of humanitarian practice related to emergency response.
6. Demonstrated ability to produce grant proposals, to successfully solicit grant funding, to manage implementation, and to manage relationships with institutional funders.
7. Experience designing projects, writing proposals, and project monitoring and evaluation.
8. A graduate degree in a field relevant to international development or equivalent combination of experience and education.
9. Excellent oral and written communications skills in English. Proficiency in a language of one or more focus countries a plus.
10. Ability to effectively represent organization to internal and external audiences.
11. Ability to travel up to 35 percent of her/his time, including adverse conditions and/or crisis zones.
SALARY AND TERMS:
This full-time position is in the grade level 25 and is located in Baltimore, MD. Salary is negotiable and commensurate with experience. This position is an exempt position from the fair labor standards act. An excellent benefit package is offered.
