Title: Program Coordinator
Location: Lubumbashi, Democratic Republic of Congo
Duration: 1 year

The United Methodist Committee on Relief (UMCOR) NGO Unit (www.umcor-ngo.org) is a not-for-profit organization that provides transitional development and relief assistance to communities in need around the world. UMCOR is currently seeking a Program Coordinator to manage programs in DR Congo. The position, pending funding, will report to the Head of Mission and will be based in the field with regular travel to Kamina and possibly other field locations.
The Program Coordinator’s responsibilities will include, but are not limited to, the following:
• Assist in the delivery of the UMCOR DRC health programs in the Katanga Province of DRC, including staff recruitment and training, community outreach, and extensive coordination with relevant humanitarian organizations and government agencies;
• Work closely with the Head of Mission and program staff to ensure effective delivery of health programs in malaria and HIV;
• Ensure program administrative, financial, and programmatic compliance;
• Ensure timely donor reports;
• Represent UMCOR DRC to local government representatives, as well as other donors and partners in the humanitarian sphere at the local level;
• Supporting UMCOR’s other activities in the DRC as appropriate.

Requirements:
• A minimum of five years professional experience in international development work in Africa and in transitional developing countries, with increasing responsibilities;
• Masters degree in Public Health or other relevant advance degree
• Broad, yet in depth understanding of health programs, specifically malaria prevention, and HIV/AIDS
• A well developed understanding of cross-cutting themes such as government relations, gender and protection mainstreaming;
• Experience supervising staff in an international setting;
• Experience in working and coordinating with donors, international and national NGOs, and government agencies;
• Knowledge of USAID guidelines (OMB-circular is a strong plus);
• Candidate must have direct knowledge and experience managing Global Fund and USAID grant funds.
• Strong organizational, writing and communication skills;
• Must be able to work independently while being a strong team player; must have the ability and interest to work with a multi-ethnic team in a culturally appropriate manner;
• Ability to work well in unstable security environments, and under administrative and programmatic pressures; must demonstrate flexibility to adapt to changing requirements;
• The candidate must be fluent in French and in English.
