MEDICAL COORDINATOR - PAKISTAN (Islamabad - trips to Swabi & Buner districts)

Description:In May 2009, the Government of Pakistan launched a military operation against Taliban forces in Buner, Low Dir, and Swat Valley (districts located in the NWFP). The majority of the local population started moving to Mardan and Swabi in order to avoid the conflict. By May 28, 2009, the number of IDPs had swelled to just over 3 million creating further pressure on the government, as well as the international community, to respond to the needs to the migrating population who had left their homes without money or other support.

In response to the evolving situation, Médecins du Monde France conducted a rapid assessment in mid May 2009 in order to understand the needs of this latest group of IDPs. As IDP numbers increased, it was determined that the majority of IDPs were not in fact accommodated within IDP camps. Instead, IDPs prefer to stay with host families, which are placing excessive strains on existing family support and coping mechanisms.

MdM has decided then to set up two mobile clinics in Swabi district to respond to the needs of IDPs out of the camps, of the host families and of the new IDPs expected from Buner. Operation is initially planned until January, 31st 2010.

The medical coordinator is in charge of the implementation, follow up and supervision of the different medical activities of MdM in NWFP area.

• Contribute to the overall planning and strategic direction of NWFP response program
• Provide technical support in health program related issues
• Manage the program and the team
• Ensure the effective implementation, monitoring and evaluation of MdM health Programming in line with approved donor guidelines (proposal and budgets), and manage the medical stock, logistic chain for medical purchase.
• Representation at the national authorities, donors, international NGOs
• Organizations and other stakeholders directly or indirectly involved in supporting the project activities
• Relationship with the Emergency desk

The activities may change based upon the situation.

Departure: As soon as possible
Duration: 4 months
Status: Volunteer
Monthly allowance: 915 Euros + per diem

Profile:
- Doctor, Nurse or Midwife
- Knowledge of Pakistan is an asset
- Experience in a similar position
- Knowledge of Public heath issues
- Experience in outbreak management and emergency response
- Experience in negotiations with local authorities, partners and staff in difficult context
- Capacity to work in a volatile security context and able to apply strict security rules
- Strong and effective oral and written communication skills.
- Good knowledge of international donors
- Ability to listen and share decisions and to manage a team
- Patience and respect for cultural differences
- People skills / representation skills
- Ability to synthesise
- Fluent English and French is an asset
- Excellent knowledge of MS office is required (Excel, Word, PowerPoint)
- Interest for Human Rights and International Humanitarian Law
